Studying abroad is an exciting and rewarding adventure, but it's important to inform yourself about medical cover to avoid any nasty surprises. If you're a student residing in Luxembourg and enrolled at a university abroad, then here’s a summary of everything you need to know to be well insured, based on the information available on the CNS website.

    Insurance in Luxembourg

    Every student should take out an insurance policy with a Luxembourg health insurance fund. You have two options:

    1. A co-insurance policy. Students may be co-insured under their parents’ cover. The available funds include:
      • The National Health Fund (Caisse nationale de Santé - CNS) for private sector employees.
      • The Health Insurance Fund for Civil Servants and Public Employees (Caisse de maladie des fonctionnaires et employés publics).
      • The Health Insurance Fund for Communal Civil Servants and Employees (Caisse de maladie des fonctionnaires et employés communaux).
      • The Health Insurance Fund for Luxembourg Railway Workers (Entraide médicale des CFL).
    2. Personal insurance: If co-insurance with your parents is not possible, then as a student you can get personal insurance via the Joint Social Security Centre (CCSS).

    Medical treatment in your country of study

    A period of study abroad is considered as a temporary stay. If you need medical treatment while you are away, then here are the key points to remember according to your country of study.

    1. Countries of the European Union (EU), European Economic Area (EEA) and Switzerland

    For students residing and studying in a country of the EU, the EEA or Switzerland, the European Health Insurance Card (EHIC) is essential. For individuals insured in Luxembourg, the EHIC is on the back of your national social security card.

    The EHIC entitles you to medical care in your country of stay. It allows you to receive medical care without interrupting your stay to return to Luxembourg. If you are not an EU national, the EHIC does not cover medical care in Denmark, Iceland, Liechtenstein, Norway or Switzerland.

    • Pre-departure checks:
      • Ensure that your EHIC is valid.
      • Ask for a temporary replacement certificate, if necessary, on myguichet.lu.
      • Remember that certain non-refundable services in Luxembourg will not be refunded abroad either (e.g. orthodontics for adults, osteopathy).
    • Local social security registration: You are recommended to register with a social security agency in your country of study. This makes the refund process much simpler. If registration is not possible, the EHIC is enough to get medical treatment in line with local rules.
    • Refunds for medical treatment:
      • In your country of stay. Medical treatment expenses are refunded by the local health fund in line with local rates.
      • In Luxembourg. Bills can be sent to the Luxembourg health fund, which will then refund you based on local rates. A refund based on the Luxembourg rates can be obtained upon request.
      • In the case of medical care without an EHIC. You must pay the expenses up front and request a refund on your return to Luxembourg.

    2. Countries outside the EU, EEA and Switzerland with a bilateral agreement

    Some countries outside the EU and EEA have bilateral agreements with Luxembourg, providing health cover for certain conditions: Bosnia Herzegovina, Cape Verde, Macedonia, Morocco, Montenegro, Quebec, Serbia, Tunisia, and Türkiye.

    • Preparation:
      • You need to get the specific form for each country entitling you to benefits in kind during your stay, a fortnight before your departure.
      • Send this form to the social security agency of your country of study to get enrolled and benefit from medical care just like residents.
      • Check the conditions for reimbursement with the agency in the country where you are staying.
    • Refunding medical fees:
      • Send your bills straight to the local agency for a refund at their rates.
      • Or send your bill to the Luxembourg health fund for a refund in line with Luxembourg rates and conditions.
    • Private providers: Private providers do not accept this form. In this case, pay your expenses and request a refund from the Luxembourg health fund.

    3. Countries outside the EU, EEA and Switzerland without an agreement with Luxembourg

    For countries like the United States, Australia, etc. that do not have an agreement with Luxembourg, the refund conditions are different.

    • Refund:
      • Send your bills to the Luxembourg health fund. Refunds are based on Luxembourg rates where applicable.
      • Bills must be paid receipted bills, with clear medical details (not coded), and written in English, French or German.
    • Supplementary insurance: Medical costs can be higher than in Luxembourg, which may lead to a significant difference between the real expenses and the refund. You are strongly advised to take out specialised supplementary insurance. If you're spending a semester there to study, easyPROTECT Discover medical cover can be extended for this period.
    • Local information: Inform yourself about the social security organisations of your country of study, how the health system works, the costs and conditions of medical treatment.

    4. Particular case: United Kingdom

    Since 1 January 2021, the United Kingdom is no longer a member of the EU. However, a trade and cooperation agreement includes social security coordination measures for temporary stays.

    • Residence permits: Luxembourg students starting their studies in the United Kingdom must have a residence permit. You can find more information on the UK Government website.
    • The EHIC can be used for the medical care necessary during your temporary stay in the United Kingdom.
    • Restrictions: Non-urgent but scheduled medical care, such as glasses, tooth crowns or simple consultations cannot be refunded.
